Sonney Announces Grant for Wintergreen Gorge Trail
– State Rep. Curt Sonney (R-Harborcreek) is pleased to announce funding has been secured to support Penn State University’s efforts to construct a trail near Wintergreen Gorge in Harborcreek Township. The $180,000 grant has been secured through the Commonwealth Financing Authority’s (CFAs) Greenways, Trails and Recreation program, one of seven programs funded through Marcellus Shale Act 13 revenue.

“The program is funded through impact fees associated with Marcellus drilling,” Sonney said. “Act 13 of 2012, which imposed those fees, was written to allow all of Pennsylvania’s 67 counties to benefit from the existence of shale, no matter how much or little, if any, drilling activity takes place there. The revenue may be used only for one of the seven programs.”

The project is part of the school’s Sustainability Master Plan, which is also funded by the Department of Conservation and Natural Resources. The plan would connect Cooper Road with Penn State’s Behrend campus and includes a 10-foot-wide boardwalk, a formal trailhead, ADA-accessible parking lot, rain gardens to help manage storm water runoff and appropriate signage.

“I walked through this area many times,” added Sonney. “The improvement project will convert a rough pathway into something that is easily accessible to many more people.”

The CFA was established in 2004 as an independent agency of the Department of Community and Economic Development to administer Pennsylvania's economic stimulus packages. The seven grant programs to which revenue may be directed are Abandoned Mine Drainage Abatement; Baseline Water Quality; Flood Mitigation; Orphaned and Abandoned Wells; Sewage Facilities; Greenways, Trails and Recreation; and Watershed Restoration and Protection.
